FUNCTIONS OF THE DEVELOPMENT PLANNING UNIT OF OBUASI MUNICIPAL ASSEMBLY

Overall Mandate

To coordinate, facilitate and monitor the planning, implementation, monitoring and evaluation of development programmes and projects to promote sustainable socio-economic development in the Municipality in accordance with national policies and the Local Government Service Scheme of Serivice.

Specific Responsibilities includes:

  1. Coordinate the preparation of the Medium-Term Development Plan (MTDP), Annual Action Plan (AAPs) and other strategic development plans.
  2. Services as Secretariat to the Municipal planning Coordinating Unit (MPCU)
  3. Coordinating planning, programming and integration of development plans with the Composite Budget.
  4. Prepare and implement the Assembly’s Monitoring and Evaluation (M&E) Plan.
  5. Monitor and evaluate programmes and projects and prepare Quarterly and Annual Progress Reports.
  6. Conduct policy analysis, development and research and provide technical advice.
  7. Coordinate development partnet interventions and stakeholder participation.
  8. Collect, analyse and manage socio-economic and spatial development data.
  9. Coordinate project planning, implementation and reporting.
  10. Facilitate participatory, planning and community engagement.
  11. Monitor institutional performance and recommend corrective actions.
  12. Promote Local Economic Development (LED) initiatives.
  13. Mainstream climate change, gender, disability, environmental sustainability, disaster risk reduction and the Sustainable Development Goals (SDGs) into development planning.
  14. Prepare statutory planning reports including MTDPs, Annual Action Plans, Annual Progress Reports, Mid-Term Reviews, End-of-Term Evaluation, District Development Profiles and Voluntary Reviews where applicable.
  15. Provide technical advisory services to the Municipal Chief Executive, Coordinating Director, Executive Committee, Sub-Committees and General Assembly.
  16. Build the planning and monitoring capacity of Assembly departments, Area Councils, Unit Committees and other stakeholders.
